For  many organizations  the cost  advantages of  global  delivery are  too compelling  to ignore, but the  risks  associated with outsourcing major  components of the  application  development  and  maintenance  process are difficult  to overcome.  These organizations  view their IT  processes as  core to their  strategic  capability.  In the end  they  are left with a few unappealing options; ignore the cost advantage of global delivery, offshore  only  peripheral or ‘non-core’ capabilities, or  attempt  to build an Offshore Development Center (ODC) on their own.

Ignoring the advantages of global delivery has a very real cost; not many organizations can afford to operate with a higher cost structure in  the competition for  long. But  while the cost  advantages are very  real, launching  an ODC is definitely not for the faint of heart.
